Who all are handled by a human resource department?


The human resource department lies at the core of any business's management structure. This is because the HR department is probably the most important department in any organization. The main reason for this department having so much weight is due to the fact that HR personnel not only hire and fire employees, but they also partake in important discussions relating to relevant matters of a company's overall strategic business plan. The human resource department of today not only works for employee betterment, but also takes the initiative in matters such as office policies, legal documentation, development of ethical codes and standards of behavior, and so and so forth. A human resource department thus acts in both a supervisory and advisory capacity.


Nowadays human resource departments have many responsibilities as the modern corporate structure of a business continues to evolve. The HR department is not only responsible for personnel relations, but for the overall business environment of an organization. Today the HR department of a firm handles not only the lower and middle level employees but upper management executives as well, especially in large corporate structures. Depending on the size of a firm, the HR department handles anywhere from 5 employees to over a million employees world wide.

While in past years the human resource department only handled lower and middle level employees, the current HR departments handle executives, administrators and managers as well. The reason for this happening is because top management in larger organizations do not have the time or the resources to do this. The HR department thus does not only bridge the employer employee relationship gap between top management and lower level employees, but also helps upper management to connect with other senior members in a firm.

Some people who are now handled by the human resource department include:

  • Support staff
  • Lower level Employees
  • Middle level employees
  • Upper level employees such as managers and administrators
  • Executives & directors
The support staff of a firm includes people like the janitors, peons, mail delivery people, security guards, other employees who provide support to the main staff of a firm. The human resource department not only handles their contracts, but their benefit plans, pension plans, bonuses, etc.

Lower level employees that the human resource department handles include; receptionists, secretaries, administrative staff like typists and clerks as well as telephone operators and front desk personnel.

Middle level employees include work team members, assistants, aides, personal assistants, junior associates, and other sub ordinates.

Upper level management that falls under the human resource department's domain include; the various level managers, team leaders, departmental mangers, administrators, and superintendents.

In some large organizations executives and directors are also handled by the human resource department. The executives are the various departmental heads as well as directors and operational mangers. Though they are handled by the HR department in a very different manner, they still fall under the HR and are evaluated and assessed like regular employees based on their performance.

Ultimately the human resource department of a firm is responsible to the CEO or the MD of a firm. The personnel of the HR department report their assessments to the HR manager who then forwards his/her recommendations to the CEO.
